If you need quality voice and text coverage but use little or no data, and you’re willing to stick to a small, if growing, subset of Android phones, Republic Wireless is the best bet. At just $15 a month, it’s the cheapest way to get unlimited voice and texts, and adding 1 GB of data (with hotspot support) on the Sprint and T-Mobile networks tacks on another $5.
I LOVE this phone. I previously had an HTC Desire Eye and I loved that one so much that I was hesitant to get a new one, but it finally conked out on me. First, let me address some of the other reviews who say this phone doesn't support 4G/LTE. I'm in the US and I use T-Mobile/Metro PCS service. IT WORKS. The moment they turned on the service on this phone, the service and data worked like a charm. The service and speed are exactly the same as in my previous phone which was 4G/LTE and using the same carrier/service. The only difference is that the data indicator icon on the screen has an "H/H+" icon, but I think it's because the phone itself was programmed to work in Asia/Europe, but that's just my theory. 5G wireless—which should offer much faster and more responsive connections—is coming, but not soon. For example, Verizon and AT&T began pre-commercial 5G trials last year, but those were limited to “fixed wireless” systems that provide whole-home bandwidth. Don’t expect widespread commercial deployment of mobile 5G during the real-world lifespan of any phone you buy today. We will, however, continue watching for early signs of each carrier’s 5G rollout.

We also evaluated five discount carriers: Boost Mobile, Cricket, MetroPCS, Straight Talk and Virgin, and to help you stretch your dollar even further, we looked at plans from several smaller discount carriers. Once you know what you’ll need, and from which providers, it’s time to compare the costs and find the best phone deals for you. Why we love it: If you rely frequently on your phone to provide a WiFi signal to your other devices, Boost Mobile's Unlimited HD plan is worth a close look. In addition to allowing you to skip a credit check and worries about extra taxes and fees (they're baked into Boost's prices), the plan gives you a whopping 20GB of full-strength hotspot data a month. This is a dream if you do frequent tethering.  
Speed and capacity – When you really get down to it, the specs on the OnePLus 3T are mightily impressive. It comes with a Snapdragon 821 processor and 6GB of RAM as standard meaning functionality, and speed is fantastic. The basic (cheapest) model also comes with 64GB of storage, allowing you to take as many travel pics as you want without receiving storage notifications every 2 minutes.
The other option is an unlimited-data plan, but these aren’t truly unlimited: All four carriers have carved out restrictions on things like hotspot use and streaming video, while adding premium tiers or for-fee add-ons that lift some of those limits. As a result, shopping for wireless service can look a lot like buying a plane ticket: You can’t jump on the cheapest price you see, lest you wind up in Basic Economy.
Another option besides making a traditional cell phone call is using a Voice Over IP (VoIP) service such as Skype, which connects calls via an Internet connection. Skype can be used on a laptop, tablet or smartphone. Skype users can talk to each other for free, and can make calls to landlines and cell phones at affordable rates. However, remember that even if you’re not making international calls over your phone’s cellular network, you’ll still need to have an international plan in place to avoid exorbitant data charges (or find a free Wi-Fi connection so you don’t have to use your data).

Finally, we didn’t factor in taxes and regulatory fees, because they vary by jurisdiction (on my own T-Mobile plan, for example, these fees added up to just under 10 percent of my July 2018 bill). Consumer Cellular’s prices aren’t quite as low as those of other resellers, but the company offers major savings in lower data-usage situations—the service is $15 to $30 cheaper if you expect to use 3 GB or less a month. Infrequent callers can get further savings by choosing one of Consumer Cellular’s lower voice allotments. And as the website reminds visitors, the company offers a 5 percent AARP discount. It blocks tethering by default but will enable that feature if you ask. And Consumer Cellular offers installment-plan purchase options with roughly the same terms as the majors do.
If you don't want to drop money on a new release, shop for a prior model. Do some research into when your preferred model line is due for a new release, and then a month before the new phone drops, be on the lookout for sales on previous generations. It's during this time that manufacturers mark down previous models to make room for the newest ones, allowing you to score a great cell phone deal. Save even more by opting for an even older model; just make sure the phone's specs meet your needs. Alternately, you can try out a used or refurbished device.
